Moscow, Russia (August 19, 2008) – ABBYY Russia, a leading provider of document recognition, data capture and linguistic software, today announced that Child Tracking System implemented in the state of Orissa, India, and based on ABBYY FormReader was awarded by the Indian Prime Minister, Dr. Manmohan Singh, as an “outstanding initiative” in Public Administration. The project was initiated by Orissa Primary Education Program Authority (OPEPA) to improve the situation with primary education in Orissa and, as a result, to bring all children to school. The system was implemented by ABBYY’s long-time partner and technology provider Netspider Infotech India Limited (NIIL).

The goal of the project was to create a database containing information about all children of the state from birth to age 14. Information gathered from 7.7 million handwritten forms in Oriya language made up the contents of a comprehensive web-based database in English language in slightly over 6 months. The ABBYY’s data capture technology and expert assistance of Netspider Infotech made it possible to track each and every out-of-school child and elevate the primary level educational status of Orissa.
The Child Tracking System was one of the first of its kind in the history of e-governance in India, which acquired many acclamations and awards. The most noticeable awards include:
The Indian Prime Minister’s Award has been instituted to acknowledge the outstanding and exemplary performance by civil servants. The award for the year 2006-2007 was given to 13 initiatives spanning better policing through community participation, infrastructure upgrade, systems to improve quality of school education and to check drop-out rate, water management, process re-engineering by leveraging ICT, citizen empowerment and disaster management.
